Any Wordpress Multisite Admins Here?

I've encountered a weird problem with Wordpress's Multisite feature.

We have a handful of blogs via the Multisite feature of Wordpress 3.0 (was originally a Wordpress Mu site). Each blog has an assigned Administrator.

Everything seems to be working, except blog Administrators can't add new users nor can they change the roles of existing users of their blog. I, as a Super Administrator, can.

We are using the Simple LDAP Plugin to authenticate via Active Directory, but I can't imagine this is the problem. Any users that blog admins add will already exist within AD (they are students), so it's not an issue of whether or not the accounts exist.

The options to add users or to change an existing user's role simply don't exist!

Does anybody have any experience with this? We are running version 3.0.4 if that helps.

Maybe it has been changed so that only super admins can access these features?

I did a google search and that is what it seems to be but I couldn't find what version the posts were referring to.
