For the 02-03 smoked tail lights, I'm guessing I have to cut them so they do not cover the reverse light and blinker, or do you have some pre-cut?

Yes that would be correct, you have to cut the reverse lights out of the kit

Is it possible for you to cut out the reverse light with a computer or something instead of me making a mess with an exacto knife.

We do not offer the kit cut that way. It is real easy if you want to modify the kit with a blade once installed. The reason why we do not offer it cut is for several reasons.
