Do I need a whole new bumper or can a paint and body shop fix?

You need a new bumper. If the internal bumper is not damaged, then you might only need a bumper cover. You're looking at $2-3k for the parts and repainting.

I did know that they can do all that. My friend owns a body shop.. but usually the cost to repair, and then the cost to repaint, is so much, that people usually just buy a new bumper, or a used one from a junkyard... maybe I'm just out of the loop on cost...

If it's an old crappy car, Bondo could be a decent solution just to make it less of an eyesore. But for a new-ish car, this calls for an insurance claim.
