So today I went to get a smog check and the guy told me that I Failed because of this code.
What does the Torque Converter Clutch Circuit have anything to do with smog?
Any help from you guys would be great.

It doesnt but its usually a early indication of trans failure. change the fluid and reset the ECU and see if it stays away. WHat year and how many miles do you have.

Oh and get your car to the dealer. You will probably get a new free tranny.

i have the same code on my car. what i did was clear the code drive around the city for 15min, at speeds around 30mph (the code will appear when your in 5th gear cruising, happens to me when im on the high way) go and take the smog test and youll be fine. OR if u have a scanner, pull up the the station clear the code and then take the test. either one works. but now u have a failing trans on your mind.

thats NOT going to work in CA- I know- former tech
the TL has a memory in the code storage that tells the smog machine- NOT ENOUGH DATA to confirm all systems are good if the ecu was recently cleared!!!
There is a special procedure that will retrain the ecu (found it in the 01 TL owner manual online for certain and probably others) https://techinfo.honda.com/rjanisis/...01_OMANUAL.asp
that takes 45 minutes of specific speeds and actions while driving to program the computer- then it will say-- ok to smog check
Otherwise its 2 weeks driving normal after a battery disconnect or other ecu reset
You may want to look for a used trans NOW- or it will pass smog then be parked in the driveway not able to go anywhere
