It's good that the engine will have some degree of freedom. Spec ECU is bad.
The freeze on engines has been relaxed somewhat as well with teams now being allowed to make modifications to many of the auxiliary parts of the engine, including pumps, injection systems, exhausts, and ignition systems. The basic architecture of the engines will have to remain the same but much will now be modifiable.
The one area in which the rules will not change is the banning of traction-control as the FIA will be supplying common electronic control units this will now be possible to police.

Although my favorite team probably benifits from a full engine, even car freeze I am not a fan of the idea but hope it will work, the relaxing should help.
Lack of TC is probably going to hurt one particular member in the font running pack. The current WDC has a very kartesque style hacking into the curves and his apex angles off the turns use a lot more TC than many of the other runners.
Many feel the saddest news for 08 is the lack of slicks, but it appears slicks will not be back, which is fine with me as I have come to like the grooved tires.
