well, if you're looking for a guarantee that if you open a savings or CD with them, transfer funds from your checking account, and then lose the money...i'm not going to pay you out of my pocket. take it up with FDIC.
seriously though, the setup and fund transfer is easy. it takes a few minutes to open an account, but it does require a couple of days for verification...i.e., you open account, they deposit 2 tiny amounts in your linked checking account. once you receive it, you log back into the ING account and enter in the deposited amounts for verification. money transfer is done electronically over the Internet and can be done back and forth...takes 2-3 for the transfer to be complete.
i've had my account for sometime now, haven't had any issues.
