Car started, low beam won't turn on, car not started, low beam turns on. What's up?

Car started, low beam won't turn on, car not started, low beam turns on. What's up?
I helped put in an aftermarket HID plug-n-play kit into a 2006 RSX. One side works great, the other has issues (left side has issues, next to the battery).
If the engine is all the way off, both lamps turn on fine.
If lights are off, engine is turned on, the left side won't turn on at all.
If lights are on with engine off, then engine is turned on, the lights stay on.
I've checked all the connections, they look pretty good.
What could the problem be? Bad ballast? Bad ground? Something else?

Sounds like you need to get a relay harness, the draw from the ballasts is really hard on the stock wiring.
