Closed captioning and projectors

Guys, I've got a bit of a delima. In the control room at work we have a projector that puts local news up on the big screen. Currently I have a VCR feeding the signal to the projector, but I need closed captioning. The VCR we have on it right now doesn't support it. So I'm looking for suggestions.

Here's the requirements. 1- I understand that something with a tuner will be required as the projector doesn't have one. 2- Whatever the device is will have to output either a composite or VGA signal. No HDMI, DVI, coax, etc. 3- A cable box is out of the question. Not exactly sure why, but I think it has something to do with an old deal we have with the cable company . And 4- it has to accept a cable signal, no off air stuff (need Weather Channel and the local cable only news network.)

Thanks!

I did some searching and have yet to come across a CATV set-top tuner (non "cable box") that supports closed captioning!

Do you have a computer you can connect to the projector? You can buy a CATV tuner card. Most tuner software supports closed captioning.

I'm really hoping I don't have to go that route. It is an option as it is hooked up to a pc as well, but given that those pc's are used by several people during the course of the day its just not really practical. Its not out of the question though.
