How to caulk concrete, air tight.

Here is the situation. I have a 2-3 inch round opening from inside my garage to my basement (through a concrete wall). The hole is used to run the plastic piping for my central vac from the garage into the house. There is about a half inch gap around the pipe, and I want to fill it up.

I'm assuming I can use some sort of caulk, but it needs to adhere to both concrete, and plastic, and also be able to withstand very cold and very hot temperatures. Also, because its in the garage, I want it to seal air tight so as to avoid the potential of carbon monoxide getting into the house (from a running car).

I'd ask the guys at home depot, but they are generally idiots, so I'll ask here

Great Stuff Gaps and Cracks.

Note: that is great stuff pro, but normal great stuff gaps and cracks will work fine.

Duct Seal.

It never hardens so it expands and contracts as needed. It is the same stuff that they would put around pipes where they go into your house. Air tight, water tight...

Great Stuff ^^^ is good, but it does start to break down, especially if it gets wet.

Edit: you buy it in a brick shaped package and mold it to what you need.

I'd suggest a silicone sealant or something like this:
