Jumped starter and starter spins but when turn key relay clicks, lights go out when in starting position, but starter doesnt spin. Tested ignition switch on starter for power, and gets power that drops when key is turned to start position. New battery, new main relay, doesnt start in neutral either, immobilizer doesnt flash when key is in, got an ignition switch from oreilly and swapped them out then put key in still to work with immobilizer and still nothing.

That's a horrible issue. If you don't have the service manual you might want to get it and got throughthe flow chart for bad wiring etc

wait so you tried to jump start the car and tried jumping the starter?

If by jumping the starter you mean you cabled directly from the positive battery post to the starter and then it spins, then check the cable that runs from the battery to the starter. They can fail with internal corrosion. Look very carefully at the cable itself near the connectors.
