She knows that she was taking a chance by telling you that she loves you. Trust me, girls think everything out before confessing their feelings. She knows that there is a chance that you may not love her back. I believe you said you had a girlfriend...correct? To not loose the friendship with the girl, tell her that you are in a relationship and you like the way things are going. Tell her that you care about their friendship, and you feel that bringing it to the next level could ruin things between you two, and you do not want to take that chance.

If you come out blatantly rude and say you don't love her, it is going to hurt her - A LOT, especially if you two are such good friends.
