Try running ad-remover software. Two well known free ones that I use are:
Ad-Aware
Spybot Search & Destroy

I would also like to say that there are other internet browsers that are more reputable for preventing pop-ups. Many users have also installed other browsers such as:
Firefox
Netscape

I would definitely recommend an anti virus solution. I'm not as knowledgeable of these, primarily because I've only used one.
AVG Free
AVG (More Security Option)
Norton

Often times if a computer has been neglected for too long or is hit hard with either a virus or malicious spyware, it is next to impossible to remove it. This is when it is necessary to backup your data and reinstall your operating system.
