Sister is in the market for a used car. Budget is <$25k. Something reliable, economical, sporty in that order and less than 3 yrs old. She is 24.

Legacy GT? Have her test drive one. If not, MazdaSpeed 3 or Subaru Imprezza WRX (not the STI).

My thought would be to find the car with the best safety rating by the IIHS and then go from there.
I think Mr. Mako is right. The 2007 Subaru Legacy with Stability control was rated an IIHS top pick that year.
It's Japanese, it gets pretty good fuel economy, it's safe and the GT is definitely "sporty".

2005-6 Acura TL, Norris Acura (MD) had several non-Nav for $20K. Probably similar prices in Oakland. Used auto market is also pretty bad so she should be able to find something for under $25K.

She currently has a rsx with 110k miles. She is sick of the harsh ride and Im thinking she wants to get into something a bit more plush. Lexus IS would be a good fit, but I think that is out of the budget.
How is the ride from a tsx compared to a rsx?
Im thinking something that gets ~25mpg, comes in a automatic, and is reliable, pratical and safe. So a 350z would be out of the question since it has no backseat.

The TSX has a very good ride compared to the RSX. If you can find one, that is not a bad car at all.

Mitsubishi Eclipse GS?
The newer 06+ seem to be holding up pretty well. Friend has one, its a pretty cool car. Awesome stereo. Is more of a chick car. Definitely sporty, and they get pretty good gas mileage.
Downsides are ride is kind of harsh over big bumps, and a serious lack of headroom in the backseat. Otherwise, its an okay car. She'll love the sunset pearlescent color...

Have her get a new Accord coupe with the 4 cylinder motor. It will be as faster than the base RSX, larger, gas mileage will be lower, but the ride will be much smoother. A brand new one is less than $25K, and I'm sure you can have the EX-L for less than that too.

I felt the TSX's ride was pretty compliant, versus the RSX it should be a bit more comfy. As well it's roomier and not as noisy. The TL however would be much more comfy, quieter and as well give her the nice power of a V6. The TL is pretty efficient on the highway, the TL-S gets nearly 30-33, 3.2 TL gets 33-35!
I suggest you sit down with her, show her photo's of the exterior and interior of the cars and rank them in which she'd like to own. (it'd be best to cover up the badge with something to make it a bit more objective)
Based on that order, go to dealerships and try out some cars and see how she likes them versus her RSX.
BTW, just to add in my opinion, if I were in this same predicment, I'd probably opt for a 2007 TL or TSX.

And for the MB, well, a C class may become expensive to maintain.
