Wanting to bed my brakes, but where?

I will be using this guide:

http://www.zeckhausen.com/bedding_in_brakes.htm

My question is... where?

I live in Queens, NYC... so there aren't any really "open" roads.

I don't mean to sound dumb but is it illegal if I bed my brakes on the LIE at like 4AM? Perhaps doing it in the right lane with my emergency lights on? (Even if this option was doable, i'm sure cops would be all over me for reckless driving or some sort)

Yeah, I just do it on the highway when nobody is behind me for a couple of miles...

I usually don't do the 60-10mph hard braking 8 times, but only 3 or 4.

Go on the highway when there's very little traffic, super early in the morning. Cover your brake pedal *barely* so that your brake lights are on BUT you aren't applying the brakes at all and so that it doesn't look like you're braking for no reason. It might be harder for you since my car's brake pedal has a bit of free movement at the top of the pedal travel, but at least it won't look like you're just braking a bunch of times for no reason. Most people from far away won't even notice, or they'll think your car's acting funny.

How about Floyd Bennett Field?

http://maps.google.com/maps/mm?oe=ut...73.887820&z=14

It was used as an airfield in the 60s, now there is a lot of open space, sometimes there are police officers there but they shouldn't give you any problems. Some people go there to teach others how to drive.
