Looking at the original photo, my opinion is that somebody was way too sloppy applying that stuff, and the process needs better quality control since the end result shows that it's out of control. As a manufacturing/QA engineer I wouldn't accept that even on a $15k car...it doesn't cost more to do a better job than that and I can easily make a case that a properly controlled process would even cost less due to less wasted material, better/optimum coverage, better customer satisfaction.
