Those funny ground thingees

I've always wondered what those thin rubber strips are that people dangle from the bottom of some cars and touch the ground. I assume it's for "properly" grounding the car? Anyone know what they're for?

Good question. I have no idea, but would like to know also. Since they are rubber though, I could only assume that they are not for grounding since rubber is not a conducter.
