Question about F1-shifter/paddle-shift (M3, Ferrari)

I was having a conversation w/ someone about this, and it was his opinion that the F1-shift M3 won't outrun a manual M3 b/c the F1-shift cannot launch like a manual can -->

What's the truth behind this?

Is it also true that the Ferrari w/ the paddle-shift is .5 seconds slower than its manual counterpart?
