That's insane! There's an incredibly high risk of striking vehicles in adjacent lanes or hitting lightposts or signposts where there's no emergency/parking lane.
I wonder if the driver managed to get to the destination without an accident.

^If it's a chop it is good work. There is a reflection of the ladder in the paint on the car. Also note the white line is visible through the bottom two rungs. The pixels are the same size and they all line up too.

The part that is making me think chop is the spot where it goes through the window. At first it kinda looked like it was down but now to me it seems like it was just overlaid. Maybe something not so large was sticking out the window and they photoshoped over it. Then again it could be real and just a really shitty camera.
