I had somthing simliar to this on my 02. It was a blinker relay that went under the dash it flashed the blinkers 6x faster then normal. I took it out after about a month. I couldn't stand the 6x faster blinker ticking, the blinker did.

 

yeh i rather just have the bulb its easier but right now i have some blue ones in the back i've been pulled over once but jst made up some BS about it so he would let me out of a ticket...mainly i got them cause it gives the exterior a better look when looking at it
