At one time we owned a 1995 Civic EX, a 1993 Prelude S, and a S2000. I can say with the utmost certainty that the S2000 (below 6000 rpm) felt consideribly stronger then the Prelude and the Civic wasn't even in the same ballpark. It sounds like operator error was likely the culprit for you thinking the S2000 (below VTEC) was no stronger than a Civic.

a more useful comparison is to compare what #'s the cars put down at say 2500rpms

Who talks about S2000 that way probably never driven one, or in the best case, not more than twice and about 100 feet in total..
S2000 is a very sensitive car, drivertrain doesn't have room and play at all, the car exhibit even a small driver input. It is one of the hardest car to drive smoothly, but when you do, you can bet that you are one good driver.
If you can drive a civic and feel quicker than "when you drive an S", it's probably not because of the car.
I can tell you this because I've had both car before my TSX.
