emission and OBD system failure

i have 97 2.5TL. engine check lamp was on and went to a dealer to fix it for passing NJ inspection. the dealer fixed it with extended warranty. then, i took state inspection but it was failed due to OBD system not communicated. only emission thing had been passed.
i went the dealer again and they said they cannot fix it because they don't have authorization to touch OBD system. so.....how can i possibly pass this damn stupid NJ inspection?
if you had same experiences or know how, please give me an advice.

If you took it in right after the check engine light was reset, then you have to let the car cycle a few times before the obdii shows a system ready. It takes about a week.

thank you for your advice. i knew car cycle and need some time after resetting it. i fixed emission parts 5 weeks ago and drove over 1,000 miles already. but failed inspection again.

or you can just disconnect the battery and wait a few minutes then reconnect it...
