can any of ya see the white blemish on the paint of the car? I circled it.

The car was painted about 2 weeks ago and only has gone through one stage of buffing. Supposedly there's three stages of buffing but the guy been busy at the shop. I do have a porter cable. Can I just use Meguiars wax to buff it out or need some specialty polish or wax to use?

Those are stagger style. I seen them on a lot of 240sx's.

Take it back to the paint shop. And definately get wider tires.
