If the car was illegally parked its probably at the owners expense.
I once saw a newer BMW getting towed. Truck had the front of the car lifted and the rear tires on the ground because it was backed into the space. As the truck pulled away the rear of the car was bouncing off the road since the tires weren't moving. I called the cops to report and they said there was no problem

Hell yea. I was pissed when a tow truck dropped my car off the bed. Dumbass hooked it to the bumper. It was a POS, but still i was like did that just really fucking happen.

Im gonna guess that he forgot to strap the tire to the dolly, and the tire on it ran over the strap ripping the car off it....as for whats on the top of the rear tire, thats a basket strap

Yes--there's no excuse for the illegal park job.
With that said, the towing company was at fault...CLEARLY. There simply is no excuse for this kind of mistake. The bubba tow-truck driver didn't do his job right and I would be sure to raise hell. It's the principle, dang it.

If only there was a way to send this incriminating evidence to the Owner, should be enough to show negligence on the Tow operators part, because they clearly don't know how to use there equipments effectively and safely. Someones getting sued.

The damage will be covered by the insurance of the tow company (assuming they have one). The tow company still has to exercise caution and is subject to liability even if it is towing a vehicle that is illegally parked. That Mercedes is NOT the property of the tow company.
All the owner is liable for is the crazy storage fee and penalties...

they need a better way to do this damn it. one time last year my viper went off...then again and i realized someone just didnt tap it. so i go outside and i see this asshole trying to figure out how to get the dolley under the wheels of my car because it was so low so he was jacking each side up and then putting a dolly under the wheels. i go "are u really going to tow my car in front of me?" and he starts talking to me about my car and the mods on it -- hes like "its so low because of the headers and exhaust, right? " me: precisely.
