Hmmm, that is odd. Is the soft top there period? It is pretty easy to use it manually, granted you lose the cool factor but at least it is not a HUGE problem. Try taking the center console trim cover off and see if it is just tucked down in there, the only S2k that shouldn't have a top operating switch is a CR, because they don't have a soft top. I bet they installed a CR trim piece and the switch is down there.
Not on a S2k, it's not even and option for no top control until 2008 and then only on the CR. The joy of the S2k is there is a plug by the passenger kick panel, very easy to locate and unplug with no tools, and it puts the motors for the top in "neutral" so in the even the motors act up or there is any problem you can manually move the top and latch it.
It also could have been a power top delete. Lots of people lose the motors for weight and just manually operate the top.
If this is the case, or the previous owner bought a CR trim piece and tucked it, they should have disclosed that to you in the sale.

Would have researched the car before dropping the coin, but that's just me thinking out loud...

You bought a convertable without checking to see if the top worked?
Convertable tops are (relatively) easy to break and very expensive to fix, you should always check major parts before buying a car, you may have just learned an expensive lesson.

my thoughts from the start have been that the guy removed the soft top and went hardtop only. My buddy with an S2K just confirmed this is what a lot of guys do.
Kind of sucks if he ever planned on using the soft top, then again a little due diligence would have provided the answers before he bought it.
^^ Due diligence FTW.
Who buys a convertible and does not check to see the condition of the soft-top and see if the electric motor is in good working order?
It's pretty much used convertible car buying 101.
OP = FAIL

Maybe that's what ya got.
There should be a button for it....
