Does handling matter?
My friend has a 2007 GT Mustang that's a pretty good boulevardier. Not exactly the nicest interior, but it sounds fantastic with the top down.
Others that I can think of off the top of my head:
Mitsubishi Eclipse
Lexus SC
Infiniti G37
VW Eos
BMW 3, 6
Mercedes CLK
Audi A4
Volvo C70
Saab 9-3
Porsche 911
I don't necessarily think all these cars are good, just ones I can remember off the top of my head. Omitted some obviously bad choices. Happy hunting!

If you're trying to decide between a CLK55 and an M3, the choice is M3 all day long and twice on Sunday. The M will blow the doors off the CLK and the handling and drive-ability of the M are second to none.
Who's gonna have to ride in the back? No way you're fitting an adult (even a small adult) back there. But for 25K, the real question is could you deal with a 10-12 year old 911?

If you can stretch to the low $30's the Lexus IS250-C launch models are starting to hit that price point.
In the Mid $20's I'd go with either the A4 or the Volvo C70 (hard top is a plus here) at least you can get a relatively new example.
For mid $20's a CLK55 seems like you'll be spending mid $20's to keep it going.

I like hardtop better since it is safer and difficult to break in. However hard top rattles a lot more than softtop as time goes on. Not sure if they made hard top in early 2000's, maybe the Lexus SC?
Between CLK and M3 (think all are soft top for early 2000), no doubt M3. However, be prepared to pay arm and leg for maintenance and repair.
And Mustang vert has my top vote!

Mustang is the cheapest and funnest route.
M3 is a lot of fun though. I'd love to pick this up:

My wife says I have to 'pick one' an S2K or an NSX. Meanwhile she has carte blanch to do whatever she wants for the yard. Fortunately she has good taste.
