it's called the clockspring reel. in the older TL's the clockspring reel and the switches for the turn signal and the windshield wipers, but i guess these are integrated now.

he also has the REEL ASSY., CABLE (FURUKAWA) included there which is not in that picture, you need to look at the SRS Unit section of the parts to get that
