Needs more Lemon Pledge
I like the composition. The pilings in the foreground, the bridge, the placing of the horizon, the moody part of the sky.
Problem is, there is just so much empty space in the picture, it's hard to tell that the bridge is the main focus. Plus with the lighting, is blends into the background.
Keep it up. I have been learning for a while and I still suck compared to many people here, but it's a lot of fun!

Actually, I don't think I'll be able to get back to you until tomorrow, so here is the technical analysis of what you did wrong (composition is something you just pick up and develop over time).
I'm assuming you were using the Rebel kit lens which is 18-55mm f3.5-5.6.
You threw it into shutter priority and tied the camera to 2 seconds. The camera can only adjust aperture at this point. Widest aperture setting at 50mm on the kit lens is f5.6, which is pretty slow. I don't know if the camera cranked up the ISO in an attempt to compensate. I'm guessing it did.
You were on the right track using partial metering. Partial metering ignores the rest of the image and attempts to meter only the area in the grid. The overly bright sky would have thrown off any scene wide metering mode. But because the camera couldn't open aperture any wider than f5.6, that is why your image is underexposed.

I agree I picked up my camera cuz i started working for my college paper, so i did alot of reading myself, as well as asking lots of questions to my superiors.
