can someone help me do this?

i have photoshop version 6 but was not able to find the history brush tool which i need to make it look like that. thanz

I would just take the color picture. Copy the whole picture to a new layer on top. On that top layer turn the saturation to -100. This turns the whole picture to black/white. Then take the eraser tool and erase the parts on the top layer that you want to be color. The parts you erase on the top layer will be the color parts you'll see from the original picture.
