Help with editing
lightroom: spot removal (use the clone, not heal option)
ps: stamp tool
both should work, the stamp tool will be faster, but with spot removal you don't have to leave LR.

If the surrounding blacks around the lines are true 0,0,0 RGB values, try using the adjustment brush instead - burn it all down by bringing the exposure down. This lets you do a long brush stroke rather than many little clones.
Personally, this is why I have both LR and PS. This type of thing would take less than 30 seconds in PS.

As well as PS. Export from LR, open in PS/Elements, edit, re-import to LR. At least that's how I do it.
Did you try the adjustment brush in LR to burn the lines? That should take you 3 clicks and like 15 seconds.
