Different countries have different requirements for lighting.

For example, this same light setup where there is only one reverse light is how some cars are manufactured for the South African Market. I saw this first hand when I went to South africa this past december and noticed it on my uncles's jetta's.

It's very hard to tell in this pic but it's there, this is the south african version of the Jetta, don't know if this rule applies to some cars from europe.
