a friend of mine told me that the new RSX is based on the civic chassis. Is this true?

Yes, the RSX and civic share the same chassis. The integra did as well.

thanks for the info. i have a 96 honda accord and my wife has a 2001 honda civic. the civic is a lease and i want to buy a honda product once the lease is up, but i am not too happy with the quality of our civic and the newly designed accord does not impress me. the TSX really catches my attention.
