My nav chip went out in my '99 TL and i need a replacement..any ideas from where i can buy it?

ebay maybe. Those stop being updated years ago though.

You might want to think about getting the nav unit from a 2000+. Its dvd based and is updated every year.

I believe that 2000-03 TL/CL/RL and maybe MDX use the same plugs and are interchangeble. You will have to double check though, but it might make things easier.
