On my previous cars, either the cigarette lighter or power outlet was constant which allowed me to charge my phone and power my PDA when the car was off. Is there any way to change either the lighter or outlet to constant power?

you can always bypass the ignition, run a wire from positive on the power outlet to the battery +.
