Discwelder is the most popular DVD-A authoring software. It's available from a wide range of sources, including Amazon.com

The Wikipedia article on DVD-Audio is pretty comprehensive: http://en.wikipedia.org/wiki/DVD-Audio

Unfortunately the format never really took off, but there are a handful of retailers that still stock the discs. Acoustic Sounds is one:

And if you're a Beatles fan, the soundtrack from the Cirque du Soleil show "Love" was mastered in 5.1 and is available in DVD-Audio format.

No. Nothing will do that. You can't create more channels than what exists on the source, unless your source is the original tracks from the master recording (before mix-down). In order to create "synthesized" surround, you'd need some other software to simulate surround from the stereo master (your two-channel CDs, MP3s, etc.), and then burn those tracks to a DVD-A disc using Discwelder...but that's not true 5.1.

Right, you need some sort of audio source that includes a surround sound mix to get the 5.1 experience.

I too recommend the Wiki article on DVD-audios, its quite informative and will point you in the right directions.
