bass cuts off?

ok, so i have an RF Hx2 12" sub powered by an RF 500S amp. everything else is stock. when i turn the volume all the way up on my radio the woofer doesnt "hit." it sounds like it struggles... then on other parts of the song where it doesnt hit as hard, it sounds fine. if i turn the volume down to about 3/4 of the way, then it works fine. so why does it do this and is it normal?

When you crank up your HU all the way, you run into clipping and distortion problems. With respect to clipping, certain frequencies at full volume are getting clipped and others are not. So some will sound like ass and others will sound fine.

As a general rule, you should have your amp's gains set so that you reach full un-distorted output when your HU's volume is 3/4 of the way up.
