'99 Tl Alternator Whine
I have had a whine for quite some time. I overcame it by keeping my amp gains low. Went to see a top installer today and got some relief.
He added a capacitor under the hood. He said that the ideal one would would have low voltage of 11 or 12 and high voltage of 15 or 16 and 110,00 mfd. I had to settle for a 15-25 86,000 unit. It took care of 80% of the problem and cost 15 bucks. I'll swap into the ideal one later. The positive cap terminal went to the starter (positive, I think, but the top one) and the negative cap terminal to the car body.
He also told me that a good battery is important if you are pushing many watts. He recommened the Sears Diehard Gold. Even without swapping the cap, he tought that the battery upgrade would take care of the rest of the problem.
He went this route because he immediately eliminated ground loop as a problem because the whine was identical regardelss of the setting the of preamp I use.
My system:
Head: Nakamichi MB-100
Line Driver, EQ, active crossover : Zapco SX-SL
Cabin Amp: ADS PH15 6 channel x 50
Sub Amp: Zapco Studio 300x
Front and rear speakers: ADS 336is components
Sub ADS r12

I had a wind in my dvd player and pursched a $2.00 Noise filter from radio shack. Hook it up to the power side of the amp it should help
