Won't Pass DMV in New York

My 19 TLX continues to show "Not Ready" even after cycling. Help!

Could be lots of reasons so very speculative. Is the check engine light ON? Take it to an AutoZone or Advance Auto and have them read the codes. They generally will do this for free.
