Quick question, the negative battery terminal, is the screw at the top not supposed to come off?

I was putting a battery tender on today and and couldn't for the life of me (without forcing and potentially breaking) that screw so I could screw the eyelet in

 

Well here's an update!

Forced it off, broke the bolt, bought a new t-bolt at the local auto shop for 5 bucks, all good to go!!
