High Pitched Noise from Fuel Tank

I currently have my back seat out in order to Dynamat the rear deck and noticed a high pitch noise coming from the driver's side of the fuel tank. I believe the driver's side contains the filter and the passenger's side contains the pump. Is this correct? Is this noise normal? If so, I guess I'll try to supress the noise as much as possible by dynamatting the sheet metal above the tank/under the seat. Although I didn't notice the noise with the seat cushion in place so it's probably okay as is, but I figured why not dynamat it anyway.

Did you start the car when you heard this noise? Yet the pump makes a high pitched noise and it's normal.

Yes, the noise only occurs when the car is running. I assumed it was normal. I'll likely dynamat and may even put some sound deadening material underneath the seat. Probably overkill though.
