Congrats on your new TL. This is what I did for mine the last couple of months in the order that I did it. The Takeda CAI give the car a nice rumble on acceleration and added power and performance IMO. The J Pipe is a direct bolt on and gives you a really nice rumble and added power. I have BMW M-6 18" wheels and the Tein Springs gave it a nice flush drop. The handling improved a lot but the ride is very similar to the stock. The Magnaflows give it a very nice rumble and goes very nice with the CAI and J Pipe.
I have been very happy with what I have added so far and have gotten exactly what I wanted out of each upgrade. But if you are not on any type of budget the you can do the full exhaust from XLR8 and coilovers. Josh from XLR8 hooked me up on the Takeda CAI, J Pipe, and Tein springs. He gave me a great price on all 3 and I got it less then 5 days.

Takeda CAI
XLR8- J Pipe
Tein H-Techs Springs
Magnaflow Mufflers and quad tips

Here is a pic.

Your opinoin may be correct, but the amount of power for the amount of $$$ is skewed in a manner that doesn't make cents(sense).

Really depends on how much $$ you want to spend. CT Engineering just came out with a ice-box which will add much more than the CAI. Look carefully at cat-backs, as many people do not like the drone that you will get. J-Pipe is probably the easiest and best bang for your buck.
I have a j-pipe, high-flow cat, ATLP cat-back, light weight 19" wheels, CT Engineering ice box on order.

Depending how you like to drive, suspension may be a better upgrade... look at coil overs (Tein, XLR8, Megan...). I'm leaving out the aesthetic mods, as I don't know too much about them.

Have fun in the new ride.
