15% is the same level I plan on getting...I had that on my last car and I thought it was perfect. I have @ 35% now, the car came with it, but I want to go darker.
On my first car I had two layers of tint because I wanted mirror and it wasn't dark enough. It came out to a little darker than 5%. On my next two cars I had 5%. When it came time to get my last one tinted I wanted something a bit lighter and found 15% to be the right choice. It's dark enough to provide some privacy, but you can also see out sufficiently at night.
Fortunately I've never really had an issue with getting pulled over for my dark tint. It's happened three times over the past 15 years but all three were for my windshield, which I had at 35%.

Wait...what??? You tinted your windshield? Perhaps I'm alone here, but that's insane. As a lawyer, I can tell you that if you were on the other side in trial, I'd have a field day with you (at least in this jurisdiction). Why give anyone a reason to pin additional liability on you?
Again, I've had my windshield tinted on four different vehicles spanning close to 15 years and I was only pulled over three times. One of those times I was able to convince the cop it wasn't even tinted because it didn't really look like it from the inside...I had a dark layer across the top to give it some contrast.
Fortunately I've never had a reason to be in a courtroom concerning my driving so the "additional liability" has never crossed my mind.
This pic gives you an idea of what it looked like...

It's not all that uncommon. Maybe it sounds ridiculous to you since you live in Canada...let's just say it's quite different down here in Florida.

i would LOVE to tint my windshield, not too dark, but even 60% would be better than nothing.

^well.. you ARE in the sunshine state. lol
when i first tinted my civic, it felt really weird because the side and back was nice and dark, but the front was still just as bright, it took a few days for me to get used to it haha
