Is the Front License Plate holder drilled into bumper?

The dealer said that he thought it is held by something onto the bumper and when you remove the license plate holder no holes would show.
It, unfortunately, is a problem down here in Dallas where cars arrive into the dealership with these front plate holders already installed. BMW and MB dealers give the customer an option whether they want their front bumper drilled for license plates.
Has anyone successfully removed their front plate without holes showing?

Here it's required to have it installed in the front, so sucks for me

But see these pics: https://acurazine.com/forums/4g-tl-photograph-gallery-296/polished-metal-09-tl-aerokit-self-installed-1st-one-acurazine-700488/

Looks similar to the 3G: there are bumper plugs that can be removed to add a plate bracket and/or replaced if you don't have (or don't need) a plate bracket.

Dealer should have included the bumper plugs with the car. Check the glove box and/or where the spare is stored.

Edit:

Definetly plugs. You can clearly see them in the pics here:

Front plates are "required" here in Massachusetts depending the age\color of your plate. The color I have requires I have a front plate....I never have put one on except when the car gets inspected, then back off it goes...cops have better things to do.

Or you may have to ask the dealer's service department/the guy who actually puts them on. My dealer insisted there was no such thing, but then some guy with a dewalt screwdriver walked by, and sure enough..he had oodles of them.
