Offset

What is the difference between a 35mm offset and a 40 mm offset? I'm looking into getting some foose lussos 19s for my 04 TL AT and want the tire to be flush or close to flush with the fender and eveytime I see a new pic they have different size offset? Can some one explain and educated me cuz I'm lost. ALso any suggestions on a good offset.

Read here about the offset. It's the distance from the center (imaginary) line to the wheel mount on inside.

5 mm = 1/4 inch (approx.)

It's also explained here. Didn't follow it, but I'm sure this is similar to the info in JoganJani's link.
