Whirring noises.

I own a 2004 Acura TL 6mt with 18k miles on it. And for some reason, once i start the engine, this annoying whirring noise goes on. Its extremely loud, louder then the engine. I can hear it inside the cabin on top of the engine noise, and you can barely hear the engine noise. My friend's dad is a mechanic and he assumes its the water pump from just hearing it. It's kind of high pitched and sounds like its whining.
Also, there is this leak of a brown liquid, which im not sure what it is, but its leaking a bit right from the front left wheel-well.

Well first off you should take it into the dealership to have them look at it ASAP. If I had to guess what the noise is I would say it's a possibility that it's a bad tentioner. But that's just a guess without actually hearing it for myself. As for the brown liquid is it thick? If so could be axle grease from a ripped cv boot.
