Whine under hood

so a few days ago i noticed a whine coming from under the engine bay. i put the car in neutral and revved the engine some and the whine increased with the rpm's. so im guessing that eliminated a tranny issue. I tried loading the electrical system to see if the whine increased with a load on the altenator and the whine stayed the same. i just replaced the tension pulley and it has a new belt. i noticed the power steering fluid is foamy looking but when i turned the wheel the whine didn't increase it stayed the same. I checked around to see if something ws rubbing the belt and from what i could tell the belt is clear. what i did notice was the other night i could hear engine whine through my door speakers and my navi screen was looking kind of wavy and ive never noticed that before. and i also noticed a slight burning smell under the hood so im starting to leave towards and failing altenator?!?! what you guys think?

it could be anything. o-ring, tension-er, or alternator

you'll need to narrow down the noise to find the exact culprit, something WE cant do over the internet

The o-ring may not have been replaced during the recall. Mine started whining a few months ago. I replaced the o-ring which was the original one. I believe they are orange and the replacement is black.

It's the other way around-- the old one was black; the new one is orange.

My dealer didn't do the O-ring when it changed out the high-side hose under the recall, I discovered when replacing it after the TL started to whine a couple of years later.
