Upper control arm placement ?? Help

I replaced my upper front control arms, and need to know what position to tighten them in..? When they are tightened, the bushings in them provide resistence.. Should they be tightened at pretty much level, or with the suspension downward at an angle for more resistence? Please help..

All suspension components are to be tightened with vehicle loaded, as in normal resting position with weight on the wheels/tires. I actually will roll the car back and forth to be certain the wheels rest in the normal loaded position and tilted outward at the top as when the suspension is extended.
