Unusual Brake Noise in the back

Have you guys noticed when you have the rear of the car on jack stands lets say and you turn the wheel it always makes that grinding noise at a certain spot. I do think the rotor is catching the pad a little which could be normal. The problem is i do hear it all the time when driving slow...

is it normal or not... ??

Check to be certain it's the pads and not the emergency brake and make certain the sliders are well lubricated. There will be rubbing noise when turning the wheel assembly by hand, but it shouldn't be audible when driving.
