Possible.

Does engine turns over or is it seized? If it does turn, you can take plug from the front timing cover and see if camshaft rotates.

In regards to TENSIONER

When mechanic installed new belt car would not turn over... then all of a sudden he had a round metal disc in his hand and said that it was in the way of reading the code in the engine then it started right up.. when it comes to main engine issues I have no clue.. so could that have been the tensioner in his hand? Same mechanic coming to look at it again... dont want to be bamboozled

This is 3000x times bad.

1. Code reading = plugging code reader into easily accessible port under dash. No metal discs.

2. There is a metal disc that is a large washer with cupped edge. This goes over the crank snout and keeps the belt from rubbing and dying a premature death. If it was forgotten during timing belt job reassembly then this is likely cause.

3. You need, and by need I mean Really, Really, N E E E E E E D a different mechanic- preferably an honest and competent one.

I don't like to agree with Cat, but he's right here. The mechanic could have been saying (in short terms he shouldn't have used with a customer) that the disc was blocking the car from reading the ENcoder ring(teeth on a gear for our car) on the crank pulley. It's what tells the engine where it is when it turns over so spark and all that happens at the right time. Except on our car the reader goes around the cupped disc behind the gear(since the cupped disc is between the gear and the engine i don't know how the fuck he thought it was blocking it... the sensor isnt inside the engine block), and that cupped disc keeps the timing belt centered, straight, and from rubbing against sharp parts near the timing belt.

I don't know any mechanic that replaces a timing belt, and removes parts stating they were the problem. The problem before was a snapped timing belt correct? I have no idea how this thought would lead to "oh this perfectly stamped part shouldn't be in here" in his mind; you definitely need to seek a new mechanic and get that cupped disc/washer back from him. The timing belt could be rubbing on something, have become dislodged, or snapped just by not having that in. Additionally when timing belts snap during operation usually the valves end up bent, which can cause a ton more problems. If he didn't check the valves, you DEFINITELY need to see a new mechanic as that's step one of a broken timing belt on an interference engine.

How did you know the timing belt snapped? Was the car just not starting or do you know for sure the belt snapped? I wouldn't let the guy under the car again, you'd have better luck at brakemax.
