The headlights on my 04 TL have really got me stumped. My marker lights work, my hid lights work on low beam and also switch to high beam. But what are the inner pair of bulbs on the headlights?!?!?!?! They never come on and im not sure their pupose since my low beam and high beam are all in the outer pair of hid bulbs. Thanks for the help

^ Those are fog lights, they come on only with the headlight on, look at your switch there is a outer round switch for it.

Your '04 TL doesn't have low or high beam headlamps. They emit the same amount of light and are not effected by you clicking your headlamp stalk. What happens when you switch from "low beam" to "high beam" is that a damper, or flap, is moved into position to either limit the amount of light exiting the projector or to allow all of the light to exit.
