Steering problem

Hello guys, newbie here. I have a 2oo8 TL with 39k miles. When the car goes over small bumps the steering wheel shakes from side to side. On a straight road it will go straight and drive nice. The other problem that i feel is that whem im making a turn as to entering or exiting the highway the steering wheel will kind of fight me, meaning if im turning left it will try to turn different side as if it will make it harder to turn. Taken the car to dealreship several time and this is what has been done. Everything on the alignment rack is good, they have swaped almost all suspension parts and the car was still doing the same thing, swapped tires and it was still doing the same thing. nothing looks bent. I also myself laser checked the vehicle for frame damage and there wasn't anything wrong with it. The final thing that was done was the steering rack was adjusted and retightened, this eases the prblem a bit but still when i go over bumps as if traintracks or even smaller bumps the steering will shake side to side. Any ideas on what else i should check or what to look for will be appreciated. Thanks in advance.

Power steering pump not being able to supply enough flow to maintain constant pressure in the rack and pinion. So when you make a turn, the power steering isn't helping much because the pump isn't supply enough fluid to fight the resistance. When you hit a rail road, again there isn't enough force to hold the head end of the rod inside the rack stable thus causing a shake/vibration. Thats my theory and it makes sense on why your experiencing this problem. Please report back.
